The Dreaming Arts Center was established by the Ministry of Culture, Sports and Tourism as a specialized cultural and arts education facility designed to expand arts education across all life stages, develop a creative arts education ecosystem tailored to local needs, nurture artistic sensitivity and creativity in children and youth, and strengthen the cultural capacity of local residents.
The former Yeongseong Girls’ Middle School, which had closed due to declining enrollment, was repurposed into an arts education facility through a joint initiative by Seongnam City and the Seongnam Office of Education. Selected in 2018 for the Ministry of Culture, Sports and Tourism’s “Cultural and Arts Education Center Utilizing Idle Space” program, the center opened in December 2020.
The Seongnam Office of Education granted free use of the school’s main building and athletic field for cultural and arts education. A total of 7.5 billion won was invested, including 4.5 billion won from Seongnam City and 3 billion won from the Ministry of Culture, Sports and Tourism, to remodel the space and install educational facilities. The center is now operated by the Seongnam Cultural Foundation (Seongnam Arts & Culture Education Center).
